建立新的規則資源。如果成功，則會傳回新建立的規則資源。
如果演算法已指派給委刊項，則建立自訂出價規則資源的要求會傳回錯誤。

Requests to update custom bidding algorithms assigned to line items will return an error after April 1, 2025.
