Crea un objeto de referencia de reglas para un archivo AlgorithmRules.
El objeto de referencia resultante proporciona una ruta de acceso al recurso en la que se debe subir el archivo AlgorithmRules. Este objeto de referencia se debe incluir cuando se crea un recurso CustomBiddingAlgorithmRules nuevo.
