The extent of a user's access is determined\nby their assigned user roles, which are linked to Display \\& Video 360\n[`Partner`](/display-video/api/reference/rest/current/partners) or [`Advertiser`](/display-video/api/reference/rest/current/advertisers) resources.\n\nThis guide describes how to find and create users, as well as assign them user\nroles through the Display \\& Video 360 API.\n\nPrerequisites\n-------------\n\nBefore you start working with Display \\& Video 360 API User services, you'll need to\ncomplete the following steps. Contact an existing **Admin** user on your team to\nhave the necessary Display \\& Video 360 user roles enabled, if necessary:\n\n1. Create and authorize an API project as outlined in our\n [Get Started](/display-video/api/guides/getting-started) guide.\n\n2. Ensure that you're following the [service account](/display-video/api/guides/how-tos/service-account)\n flow for authorization. Only service accounts can access the Display \\& Video 360 API\n [`users`](/display-video/api/reference/rest/current/users) service. An [OAuth scope specific to the `users`\n service](/display-video/api/reference/rest/current/users/get#authorization-scopes) must also be used in the authentication process.\n\n3. Ensure that the service account is a Display \\& Video 360 user, and has the\n requisite [user roles](//support.google.com/displayvideo/answer/2723011) for the necessary resources. Only the\n [Admin](/display-video/api/reference/rest/current/users#UserRole.ENUM_VALUES.ADMIN) role allows you to make changes to a user and their\n assigned user roles. Any other [standard role](//support.google.com/displayvideo/answer/2723011#user-roles) only gives\n you read access to user resources.\n\nUnderstand user roles\n---------------------\n\nAssigned user roles determine the level of access users have to different\nDisplay \\& Video 360 ad-serving resources. Important things to know about user\nroles include:\n\n- A user role can be given for two different resource types:\n [`Advertiser`](/display-video/api/reference/rest/current/advertisers) and [`Partner`](/display-video/api/reference/rest/current/partners).\n\n- Some user roles can only be assigned for a specific resource type.\n\n- A user role assigned for a partner automatically grants that level of access\n to all advertisers under that partner.\n\nUser roles also control which other users you have access to, and whether you\ncan create users and or modify others' assigned roles. **As a user, you can\nonly see users who share access to the same resource.** For example, if you\nhave standard access to a partner resource, all users who have access to that\npartner or any of the advertisers under it will be included in a\n[`users.list`](/display-video/api/reference/rest/current/users/list) method response."]]
