Загружает новую иконку и начинает процесс ее проверки. Возвращает HTTP-статус 400 и не запускает процесс проверки, если значок соответствует одному из следующих условий:
- Изображение не в формате PNG или не может быть преобразовано в формат PNG.
- Размер менее 72 пикселей
- Размер более 1200 пикселей
- Соотношение сторон отличное от 1:1
