Faz upload de um novo ícone e inicia o processo de revisão. Retorna o status HTTP 400 e não aciona o processo de revisão se o ícone tiver alguma destas condições:
- A imagem não está no formato PNG ou não é possível convertê-la em formato PNG.
- Tamanho inferior a 72 pixels
- Tamanho maior que 1.200 pixels
- Proporção diferente de 1:1

O URL usa a sintaxe de transcodificação gRPC.
