上传新图标并开始审核流程。如果图标符合以下任一条件，则返回 HTTP 状态 400 不会触发审核流程：
- 图片不是 PNG 格式，或无法转换为 PNG 格式。
- 尺寸小于 72 像素
- 尺寸大于 1200 像素
- 宽高比不是 1:1
