השימוש ב-Android Management API של Google מוגבל אך ורק למפתחים מסחריים של ניהול מכשירים ושירותי מובייל בארגון (EMM) ולספקי פתרונות של Device Trust from Android Enterprise (Device Trust). כל המשתמשים ב-Android Management API חייבים לפעול בהתאם למדיניות הזו בנושא שימוש מותר. ספקי הפתרונות של Device Trust הם ספקי זהויות (IDP), ספקי הגנה מפני איומים בנייד (MTD), ספקי גילוי ותגובה לנקודות קצה (EDR), ספקי ניהול אירועים ומידע אבטחה (SIEM) וכלים לניהול אבטחה. מפתחי EMM וספקי פתרונות Device Trust הם ארגונים שמפתחים פתרונות לניהול מכשירים ו/או פתרונות Device Trust, ומציעים את הפתרונות שלהם ללקוחות הקצה באמצעות מכירות מסחריות לישויות מחוץ לחברה המיידית או לישויות ההורה שלהם, ותומכים בלקוחות הקצה האלה ישירות.
האותות של Device Trust ש-Android Management API מספק מיועדים אך ורק למתן אבטחה של Device Trust או של IT לארגון ללקוחות קצה, גם במכשירים שמנוהלים על ידי EMM וגם במכשירים שלא מנוהלים על ידי EMM.
כדי לגשת ל-Android Management API ולהשתמש בו, מפתחי EMM או ספקי פתרונות של Device Trust צריכים:

- פתרונות שפותחו באופן בלעדי למטרות מעקב אחרי מכשיר או משתמש, ליצירת טביעות אצבע או לציתות, ללא קשר לניהול הארגון.
- שינוי של מכשיר Android שזמין מסחרית, במטרה למכור, למכור מחדש או להשכיר את המכשיר המשוּנה.
- לשלוח הודעות דחיפה, לטעון מראש או להתקין באופן אוטומטי אפליקציות ו/או שירותים במכשירי Android בלי לקבל הסכמה מפורשת ומדעת מראש מהלקוחות הרלוונטיים וממשתמשי הקצה שלהם.
- פתרונות שפותחו ונמצאים בשימוש אך ורק באפליקציות פנימיות מאינטראקציה ישירה (First-Party).
- שימוש בפקודות ובמדיניות של Android Management API במכשירים שלא מנוהלים על ידי EMM, מלבד פתרונות של Device Trust.
- שימוש באותות של Device Trust עם הפונקציונליות הקודמת של Device Admin.
- שימוש באותות של אמינות המכשיר בפתרונות שמשתמשים בממשקי ה-API לנגישות.
Google שומרת לעצמה את הזכות לבטל את הגישה ל-Android Management API או להגביל את הגישה לתכונות מסוימות אם מפתח EMM או ספק של פתרון Device Trust לא יעמדו בדרישות השימוש האלה.

מכסות והגבלות
ב-Android Management API מופעלות המכסות והמגבלות הבאות:
- מכסת ברירת המחדל של 500 מכשירים רשומים לכל פרויקט.
- מכסת ברירת המחדל של 1,000 שאילתות לכל 100 שניות לכל פרויקט. לדוגמה, אם תשלחו 1,000 בקשות בשנייה אחת, לא תוכלו לשלוח בקשות נוספות במשך 99 השניות הבאות.
