Die BNETD-Karte zur Landbedeckung für Côte d'Ivoire aus dem Jahr 2020 wurde von der ivorischen Regierung über eine nationale Einrichtung, das Center for Geographic Information and Digital des National Study Office Techniques and Development (BNETD-CIGN), mit technischer und finanzieller Unterstützung der Europäischen Union erstellt. Die zur Erstellung der Karte verwendete Methodik war transparent, partizipativ und entsprach internationalen Standards.
Für die Entwicklung dieser Karte wurde ein Mosaik aus Satellitenbildern (Sentinel 2) aus dem Jahr 2020 über Google Earth Engine verarbeitet und mit im Feld erhobenen Daten ergänzt, um einen Algorithmus für die überwachte Klassifizierung (Random Forest) zu trainieren.
Zwei Feldkampagnen wurden im ganzen Land durchgeführt, vom 10. November bis zum 9. Dezember 2022 und vom 26. Januar bis zum 13. Februar 2023. An diesen Missionen waren 33 Personen aus verschiedenen Partnerorganisationen beteiligt, da sich die von den Stakeholdern verwendeten Datenerhebungsmethoden und Definitionen bestimmter Landnutzungsklassen manchmal unterscheiden.
Im Rahmen des EUDR-Due-Diligence-Prozesses können Geolocation-Daten für Grundstücke, auf denen EUDR-relevante Produkte angebaut werden, mit Daten zur Waldbedeckung von 2020 überlagert werden, um das Risiko zu bewerten, dass sich das Grundstück in einem Gebiet befindet, das vor dem Stichtag 2020 bewaldet war. Dazu sind Daten zur Waldbedeckung erforderlich, die der FAO-Definition von Wäldern und dem Stichtag 2020 entsprechen. Die Karte der Landbedeckung der Elfenbeinküste aus dem Jahr 2020 erfüllt diese Anforderungen.
Die Klassen in der Karte der Landbedeckung können kombiniert werden, um eine Karte mit Wald/Nicht-Wald zu erstellen, die der FAO-Definition von Wäldern entspricht.
Mit ESRI-Lösungen wurde eine Plattform für den Zugriff auf Daten zur Bodenbedeckung von 2020, Metadaten und die Methodik entwickelt, die über das Africa GeoPortal für die Datenanalyse und ‑visualisierung verfügbar ist:
