인구조사국은 주소가 포함된 각 인구조사 블록을 단일 우편번호 표 형식 영역에 할당하여 ZCTA를 정의합니다. 일반적으로 해당 블록 내 주소에 가장 자주 발생하는 우편번호를 반영하는 ZCTA에 할당합니다. 주소를 포함하지 않지만 단일 우편번호 표 영역 (엔클레이브)으로 완전히 둘러싸인 블록은 둘러싸인 ZCTA에 할당됩니다. 여러 ZCTA로 둘러싸인 블록은 가장 긴 공유 테두리를 기준으로 단일 ZCTA에 추가됩니다.
인구조사국은 해당 ZCTA 내에서 가장 자주 발생하는 USPS 우편번호를 나타내는 5자리 숫자 코드를 사용하여 5자리 우편번호 표 영역을 식별합니다. 이 코드에는 선행 0이 포함될 수 있습니다.
데이터 사용자는 우편 배송의 공식 USPS 우편번호를 식별하는 데 ZCTA를 사용해서는 안 됩니다. USPS는 더 효율적인 우편 배송을 지원하기 위해 우편번호를 주기적으로 변경합니다. 주로 비주거용 또는 우체통 주소를 포함하는 우편번호는 해당 ZCTA가 없을 수 있습니다. 획정 프로세스에서 주로 주거용 주소를 사용하므로 도시 스타일 우편 배달에 사용되는 우편번호에 편향이 발생하기 때문입니다.
