Generates a Performance Max (PMax) draft campaign from an existing Smart campaign, initialized with a status of [CampaignStatus.PAUSED] and a creation status of [CampaignCreationStatus.INCOMPLETE]. Returns the draft PMax campaign ID and related entity IDs.
