As metas de conversão são organizadas em uma hierarquia. As metas de cliente definem as metas padrão para toda a conta, enquanto as metas de campanha substituem as metas de cliente em campanhas com requisitos específicos de lances e otimização.

Crie um ConversionAction.
Quando você cria a ação de conversão, o Google Ads realiza automaticamente as seguintes etapas:
Cria um CustomerConversionGoal para o category e o origin da ação de conversão, caso ele ainda não exista.
Cria um CampaignConversionGoal para cada campanha e os category e origin da ação de conversão, se ainda não existir um.
Configura o atributo biddable dos objetos CustomerConversionGoal e CampaignConversionGoal de acordo com várias regras abordadas mais adiante nesta série de guias.
Atualize os objetos CustomerConversionGoal que o Google Ads criou automaticamente para se alinhar aos seus objetivos. Defina biddable como true para dar lances e otimizar em relação a ConversionActions com o category e o origin da meta, e false caso contrário. O Google Ads aplica automaticamente essas atualizações a todas as campanhas em que você não atualizou explicitamente as metas ou aplicou metas personalizadas.
Se você tiver uma campanha com metas exclusivas que diferem das metas no nível do cliente, configure a CampaignConversionGoal usando uma ou ambas as etapas a seguir.

Se configurar as metas da campanha por category e origin não for suficiente, use ações de conversão específicas para lances e otimização criando uma CustomConversionGoal e atualizando a ConversionGoalCampaignConfig da campanha.
Como resultado das operações update, o Google Ads garante que o
goal_config_level
do ConversionGoalCampaignConfig da campanha seja definido
como CAMPAIGN
e para de aplicar atualizações CustomerConversionGoal aos objetos
CampaignConversionGoal da campanha.
Se você quiser fazer a transição da campanha de volta para o uso de metas no nível do cliente, defina goal_config_level como CUSTOMER.
O Google Ads modifica o CampaignConversionGoal para corresponder a CustomerConversionGoal e, enquanto goal_config_level permanecer definido como CUSTOMER, aplica todas as mudanças em CustomerConversionGoal ao CampaignConversionGoal da campanha. A campanha, por sua vez, para de usar qualquer
CustomConversionGoals.
Requisitos de mutação
Ao fazer mutações em um objeto CustomerConversionGoal ou CustomConversionGoal, o customer_id da solicitação precisa corresponder ao ID da conta de cliente de conversão do Google Ads.

Configurações da ação de conversão
Embora as metas sejam organizadas por category e origin, você pode definir o atributo primary_for_goal de cada ConversionAction para indicar a função que ele vai desempenhar nos lances e como as conversões da ação vão aparecer nos relatórios.

O Google Ads inclui a ação de conversão nos lances com base no atributo biddable das metas de cliente e de campanha para o category e o origin da ação de conversão.
